If you take x as the number os employees in all "other departments combined", you know that the employees in the sales dept are twice as that, or 2x.
Knowing the total 60 = 2x + x you get easily x = 20. The number in the sales dept, as stated above, is 2x or 40. Thus the correct option should be D.
