EC - land values increase

Last year, land values in most part of the pinelands rose almost so fast, and in some parts even faster than what they did outside the pinelands.

In order to get a correct meaningful sentence, the inter-commas part should be "removeable". If you do so with option B., you get: «Values rose almost so fast (as) those outside». Word "as" is clearly missing where indicated. Option C. leads to a similar problem: «Values rose almost as fast (as) those outside»

Option D., on the other hand, becomes perfectly sound: «Values rose almost as fast as those outside». It works!

Let's even though look at option E. The second part of the sentence is exactly the same as the original. The point is wether if the first part "as fast as" is equivalent to "so fast". If we agree with this, which was also implicitly assumed for option D., then this form could also be considered equivalent. In this case, then, we tend to find both expressions D. and E. equally correct.
